Vietnam is generally very safe for tourists. The main risks are traffic (motorbikes everywhere), petty theft in tourist areas, and scams. Violent crime targeting tourists is rare.
Depends on your interests. Hanoi and the north (Halong Bay, Sapa) feel more traditionally Vietnamese. Ho Chi Minh City and the south are more energetic and modern. Flying into Hanoi and out of HCMC (or vice versa) avoids backtracking.
